Objectives and Scope - TOP PAGE
The marine waters off Northwest Africa, from Morocco in the north to the southern region of Senegal, are among the richest in the world. The marine waters off Northwest Africa are very productive because of the active upwelling that takes place at different intensities along the coast and supports important fish resources. The small pelagics constitute the bulk of the landings with annual catches around 1.9 million tonnes (FAO, 2007). The fishery sector plays an important role in the economies of the different countries of the region. The fishery sector employs thousands of people and has contributed on average to more than 4.3 percent of the GDP of these countries, while in Mauritania the fishery sector contributed about 6-7 percent.

The commercially most important pelagic species are the sardine (Sardina pilchardus), the sardinella (Sardinella aurita and Sardinella maderensis), the bonga shad (Ethmalosa fimbriata), the horse mackerel (Trachurus trecae, Trachurus trachurus and Caranx rhonchus) and the Chub mackerel (Scomber japonicus).

Several countries share these highly productive pelagic stocks which migrate along the Northwest African coast where they are exploited by the artisanal and industrial sectors including local fleets as well as foreign fishing vessels from Europe and Asia. The industrial sub-sector involves the use of purse seiners and trawlers, mostly foreign vessels operating through fishing agreements, while the artisanal sub-sector is carried out with motorized and non-motorized canoes using different types of fishing gears. The pelagic stock abundance is also highly sensitive to changes in hydroclimatic conditions. The shared nature of the resources, the multiple “users” and potential variability adds further challenges to their fisheries management. This Symposium will provide a forum for presentation and discussion of a wide range of topics relevant to the study of small pelagics, their ecosystem and their fisheries management. The first two days of the Symposium will be science oriented, the third day will be for discussions on management options and the last day for general debate and conclusions. It is expected that the Symposium will contribute to: the synthesis of existing information; an evaluation of the potential use of this information for shared stocks fisheries management; and the provision of examples and suggestions for possible models and mechanisms for such management.

Themes - TOP PAGE
Papers and posters reporting ongoing research and management initiatives, as well as those identifying areas for development are invited to contribute to the following themes:

• Resources and exploitation: Biology and ecology of main resources and status of fisheries
• Dynamics and variability of pelagic fish populations and environmental influences

About the Nansen project - TOP PAGE
The Programme has carried out fisheries resources and environment surveys in developing countries since 1975 when, at that time, the former research vessel Dr. Fridtjof Nansen was assigned on a cost sharing basis to the UNDP/FAO Indian Ocean Programme. Since the early 1990s the Nansen Programme has expanded to include support to and capacity building in fisheries research and management and programme. From this time until 2006, the programme activities were focused in West Africa from Morocco in the North to South Africa in the South.

Since 1999, the activities under the Nansen Programme in Northwest Africa have been carried out under the FAO Project “International cooperation with the Nansen Programme. Fisheries Management and Marine Environment” (Nansen Project GCP/INT/730/NOR). The Symposium is the closing activity of this project.

A new phase “The EAF-Nansen phase” started in 2007 to focus on assistance to the implementation of the Ecosystem Approach to Fisheries. The Activities under the new phase are carried out under the FAO Project “Strengthening the Knowledge Base for and Implementing an Ecosystem Approach to Marine Fisheries in Developing Countries” (EAF-Nansen GCP/INT/003/NOR).

The Nansen Programme and the EAF-Nansen Project are funded by the Norwegian Agency for Development Cooperation (Norad), implemented by the Norwegian Institute of Marine Research (IMR), the Food and Agriculture Organization of the United Nations (FAO) and the fisheries administrations in the partner countries.
